Nothing worked, that is till I installed drivers from over a year ago, Ge-force 341.44 I believe. The only thing that changed is that I've reinstalled the Windows. My best guess is that the northbridge chip on my motherboard was frequently too hot from playing D3 that it either fried or simply lost an effective solder connection. Upgrading to any later version downloaded from nvidia and retaining all default installation settings without customizing ANYTHING always gets the same result. I read that somewhere on their site, yet they have Windows 10 divers for it, so idk haha. Plus time it has taken to solve this. Crashes are random but they all circulate around the Open Broadcaster Software (OBS) software.
